The Germans were trying to deport this guy, but he probably had torn up his passport and Tunisia (and other source countries) won't take citizens back without documentation. So Germany has to go through a drawn-out process to generate that.

The big hole is in German law regarding detention prior to deportation - they can't legally do that. Which is completely stupid - that law needs to change and Germany has to get off the multiculturalism kumbaya bandwagon with so many aspects of their legal system.

I had a German guy tell me that it was a “paperwork” problem. They were waiting on his return visa from Tunisia or something and it came in the day after the attack.

What do they mean Germany did nothing? They fed him, housed him, clothed him, and probably gave him a generous cash allowance.
