A Moroccan security official says that his country's intelligence service warned Germany twice about the risk posed by Anis Amri, the radical Muslim who slaughtered 12 people at a Christmas market in Berlin earlier this month.
The official, who spoke to Turkish newspaper Daily Sabah, says that the Germans received two written warnings, one on September 19 and the other on October 1, about Amri's radical Islamic beliefs. He explains:

Earlier this month, Dutch populist Geert Wilders was criticized because he told Angela Merkel in a tweet that she had blood on her hands.

The big hole is in German law regarding detention prior to deportation - they can't legally do that. Which is completely stupid - that law needs to change and Germany has to get off the multiculturalism kumbaya bandwagon with so many aspects of their legal system.
I had a German guy tell me that it was a “paperwork” problem. They were waiting on his return visa from Tunisia or something and it came in the day after the attack.
I’m sure the families of the dead are relieved that the German authorities are such sticklers for the proper paperwork.

What do they mean Germany did nothing? They fed him, housed him, clothed him, and probably gave him a generous cash allowance.
