The article's about Russians. They miss being a superpower. They went through hard times when the economic system broke down. They have a hard time with high prices and insecurity that comes with living in a free society. So there's a real nostalgia for what was.

Nobody over here in the US misses the Soviet Union -- apart from the tiny CPUSA clique. Younger people have forgotten the USSR existed or never knew it to begin with. Come to think of it, young Russians may not really understand what the Soviet system was actually like, and that's why they miss it.
