The national public opinion polls are based on estimating the popular vote not the Electoral College vote. The final popular vote tally was Clinton 48.2%/Trump 46.1%.
National polls usually have a +/-3% Statistical Margin of Error so any poll that was within the margin of error was an accurate poll.
Realclearpoltics.com’s average of 11 different national polls predicted an average Clinton popular vote win of 3.3 points, she actually led in the popular vote by 2.1 points so they over-estimated her total by 1.2 points which is well within the statistical margin of error.
