Executive departments can have their Mission statements rewritten. RIF all areas that are obsolete due to the change, eliminate telemark watch a lot of retirements happen. Energy has grown into a monster time to tame it.
Start firing them from the top down. And don't stop. Zero the agency out, sell the buildings, bulldoze them to the ground, and salt the earth underneath. Then find a polite way to register your disapproval.
Fire all of them. Then let them reapply for their former positions.
