NEW YORK, Nov. 8 (UPI) -- A man was found dead inside the Russian consulate in New York City early Tuesday, police said.
"Police are here and they are investigating. So far we are not commenting," an official of the consulate told the New York Daily News, which added the man apparently fell to his death.

Was he dragged back inside from the sidewalk, is there a three-story atrium inside the consulate, or is this shabby reporting.

Yes, consulates are considered to be sovereign territory, just like embassies.
