NEW YORK, Nov. 8 (UPI) -- A man was found dead inside the Russian consulate in New York City early Tuesday, police said.
"Police are here and they are investigating. So far we are not commenting," an official of the consulate told the New York Daily News, which added the man apparently fell to his death.

Since the premises are Russian territory I think we can be fairly certain the NYPD was invited in. The Russians would not have the capability to investigate without sending specialists from Russia. The would have no equipment or lab facilities. Also, by inviting in the NYPD they are essentially saying, look, this was an accident. We want a thorough investigation so you too are satisfied this was an accident.

I don’t believe that’s necessarily the case. While consulates are provided some protections, they generally don’t provide the same protection as is provided at embassies.

I've been to the Philippine consulate in NYC and I can't remember even seeing guards.
