Likely they are out of work because no one will unload their boats and the processors are closed, even if they were open they may not have any money to pay - tuna landings are often in the millions per boat per landing - or they used to be.
Pretty much the ending of Atlas Shrugged ...
Like I already said, this is just one side of the story. Who knows who is preventing people from getting their catch. So take it easy till we find out more.

I just reread the article again and I see that I need to clarify. I am questioning the validity of one group calling another group of their citizens pirates. Who to say who is a pirate and who is not a pirate. But, in the end, no one should be thrown overboard.

1. Government “nationalized” the biggest private fishing fleet and then proceeded to let the fleet turn into a pile of rotting hulks.
2. Government ran off foreign fishing fleets by confiscating half their catch (forced sale to the government for worthless currency).
3. Much of the smaller, private fishing fleet has turned to piracy, stealing the fish, motors, and nets of that part of the smaller private fishermen who continued to try to fish.
Thank you for your clarification. Now, easier to document what has and is going on here. And who are the villians and who are not.

Perhaps I misunderstand, but are you referring to the fisherman or the pirates?
Regardless as to which, I believe a more important point here is that in a situation like this, it doesn’t matter if you have the means to make a living (fishing, merchant, etc.) because when everything turns to shit it’s the people with the guns (pirates) who make the rules.
My point being that it doesn’t matter how much food, money or resources a person has if they can’t protect it from somebody who wants it and is willing to kill you to obtain it.
Too bad Venezuela doesn’t have a 2nd Amendment. Most the pity for them.
