Philly just finished counting their mail-in ballots, that's all. Everything that was postmarked by election day gets counted. Some of them took a while to come in.

Not true. The PA votes all not all counted and not certified yet.
Not ALL the Mail In ballots. They don’t count the Military votes unless they exceed the margin of victory.
