If everyone followed the directions, it wouldn't be. But in every election, there are people who write in their candidate even if they're already on the ballot, or circle the name instead of filling in the dot, etc. An honest recounter would catch these.

I'm not even talking about that type of issue. I mean, assuming everyone followed directions, if you give 10 people the same stack of 1,000 ballots, what are the chances you will come out with 10 of the same results? But feed those into a scanner, and you will get the same results 10 out of 10 times, assuming no misfeeds.

People will write the number from the scanner wrong.

These things should NEVER be networked, certainly not thru the internet, and as long as they are not there will be errors.

Too few to matter. A insignif price to pay to have them non networked.
