10% of Carrier business was contracts with the federal govt. Laws already exist prohibiting certain federal procurement be from foreign companies. Moving to Mexico would cause a violation of that law and would force a cancellation of 10% of their business held with the federal govt. Woops. Carrier didn’t check that out before proposing the move. The Trump team, knowing this law, gently pointed it out.

United Technologies, Carriers parent Corp have secured over 16 billion in defense contractor roles since 9/11. Just a teensy incentive there I would assume. ;-)

I am generally opposed to state and local tax incentives for companies to relocate to or remain in a particular jurisdiction. In this case, however, 1000 jobs x $50,000 per job x 3.23% state tax rate = $1,615,000 per year in state tax revenue. So the tax break will pay off in about five years.

The problem with that analysis is that the state is already receiving that tax revenue, so unless Indiana also cuts spending by $7M all you're doing is increasing the tax burden on the rest of the citizens.

If this did not happen, the state would have to make for the revenue from 1,000 employees, plus all the peripheral companies where they spend their money. Run the numbers and you will find that it’s not even close. The tax burden would have been 10 times what it will be.
