There are literally hundreds of instances in the ACA where rules and regulations are “at the discretion of the Secretary.” This is the Health and Human Services Secretary.

Upon his confirmation, he will instantly control a very large portion of the now-existing ACA to effect much needed changes. At least until this act comes to an end.

Too bad, Democrats.

A while back a lib friend of mine objected to my using the false made up name "Obamacare", but in reality the "ACA" is just another false made up name.  The official title is "Patient Protection and Affordable Care Act", so the correct acronym really should be the Pee Pee ACA.

That is how Sebelius managed to bloat the ACA to over 14,000 pages.
