They were machine counted on Election Day, not individually handcounted.

Wisconsin recount procedures
Any candidate voted for at any election may request a recount. The candidate must file a verified petition with the clerk or body with whom nomination papers are to be filed for that office. The petition should be filed not earlier than the time of completion of the canvass and not later than 5:00 p.m. on the third business day following the determination of the results of the election. The petition must specify each ward or municipality in which a recount is desired. An opposing candidate or any voter or other interested party may similarly file a petition for a recount in any or all of the remaining wards or municipalities.
BTW The Republican controlled state legislature can determine what type of electoral slate they want to send to the EC. It would be reasonable to assume, in absence of a total result flip-flop, they could send the original certified slate based on election day results.

Since she is suing, that means she isn’t paying the $3.5M and thus the recount is not happening.
I wonder if it’s possible what another FReeper said above: she’s using the system against itself, almost like probing it. There are deeper things going on here. She surely knows that a recount for changing the outcome is just pissing in the wind.

But, I think the answer is that they were all set up on Election Day, fully staffed,etc. Now all the locked up ballots have to be re-fed thru the machines, with oservers, the machines have to be unpacked and rechecked, etc.
