It doesn't matter what a court rules.
In Bush v. Gore the Supreme Court ruled 9-0 that the state legislature has plenary power to appoint electors to The College, in which no court may presume to interfere. If the election is still under contest on December 13th, the state legislature will step in and appoint the electors for PA.
Republicans control both Houses.

Sorry. You are correct. Montgomery County, OH certified on 11/23. Montgomery County, PA has not certified their results. They did go Bigly for the PIAPS.

The deadline for voters to request a recount was November 21. Today was the deadline for a candidate to file a suit for a recount.

I think stein gets her hand dirty and empress clinton gets to keep her hands clean to the public eye.

The irregularity I believe is in the ballots that have no check marks for either Trump or Hillary. Some professor thinks that the numbers do not reflect how people voted. It looks like he marked a vote for president if the ballots show one was voting straight ticket for Dem or one was voting straight ticket for Rep. Also they believe that the ex-poll numbers don't add up for a Trump win.

Losing is not a concern. It is not her money she is flinging about and it does help muddy the water for future claims of Trump as being an illegitimate “selected, not elected” president. She may also be running for the Dem 2020 nomination.
