With all due respect, the American Thinker article is in error.
If the recount cannot be completed by the date the constitution requires for certification (12/13), the state legislature is empowered to appoint its own slate of electors, instructing them how to vote.
Inasmuch as both houses of the Wisconsin state legislature are controlled by Republicans, those newly appointed electors will be casting their EVs for Trump when the Electoral College meets (12/19).
Both houses of the Michigan and Pennsylvania legislatures are also controlled by Republicans, so recounts in those states are subject to the same action.
No matter what, no states will be deprived of their EVs and Trump will end up with 306 EV.
