`While we still believe it is unlikely that this issue will need to be resolved by Congress, and note that all the parties involved have expressed concern about meeting deadlines to prevent a default of Florida's electoral votes, we nevertheless believe that it is important-if only for the sake of argument-to clarify: it takes 270 electoral votes to be elected President by the electoral college. A simple majority of electoral votes from states other than Florida is not sufficient.'

Agreed.

However, a state has the Constitutional authority to choose Electors by direct vote of the legislature. Or by a random drawing.

No, I don’t claim that was in that ruling.

I have gone further and also made the claim that the state legislature can not pass laws that change their Constitutional grant of power. The Constitution can only be amended by the process prescribed.

I admit that’s likely confusing and un-useful at this point.

This recount is being requested by someone who won less than 1% of the vote, who’said name wasn’t even on all the states ballots. These states have the potential of missing the electoral college thus disenfranchizing millions of voters.

These votes need to be certified. If Jill Stein wants to satisfy her curiosity she can pay for it after certification.

My plan:

FREEZE & ARCHIVE for further inspection/comparison with citizenship records & possible prosecution ALL the voter rolls in the 3144 counties in the USA on Jan 31, 2017. These records are NOT to be discarded-—instead frozen for evidence of voter fraud.

Starting on Feb 1, 2017 & thru July 4th, 2017, every voter needs to register all over again ONLY with COUNTY OFFICIALS. Such County officials will Sign the registration paperwork for accountability. If necessary, a County mobile van will go to retirement homes, etc. ONLY County officials will be allowed to register voters.

IF any improper or illegal voter appears in the future on the county rolls, a fine of $10,000 is applied for every such person found. Do NOT wait for such fine to be paid by the county-—deduct it from any Fed funds they receive. NO exceptions. Make the punishment worthy of their diligence.

NO MORE ‘League of Women’s Voters’ table sin the mall.

NO MORE roaming persons in the mall who get paid for every registration.

Neither is checking the accuracy of the information.

Felons DO NOT get to vote. Do the Crime-—do ALL of the punishment. NO Governor can reverse this mandate. That would be discriminatory against other states...

IF anyone is caught doing illegal voting, they are PROSECUTED & get a MINIMUM sentence of 10 years, followed by NEVER being allowed to vote again. NO EXCEPTIONS.

Death certificates will be sent to county officials in the future to purge their records, and such records will be maintained in an ongoing basis-—NOT just every few years.

Changes of address will be sent to county officials in the future. See above.

Motor Voter laws will be reversed & abandoned. Since so many states are giving driver’s licenses to illegals, the DMV employee is REQUIRED to hand over a voter registration paper, also. That MUST end.

ALL POLL workers will be certified to be citizens of the USA, and will be on the hook if they let anyone vote who isn’t who they say they are. Again- severe punishment.

Voter ID with a photo will be the standard for the entire country—not just some states. Purple fingers are OK, also.

There will be adequate security present at all polls to prevent any repeat of the Black Panthers in Pennsylvania in prior elections.

The integrity of the American voting system must be improved & secured.

You need ID to get a Library card. You should be able to present ID to vote. No more ‘early voting’. Too many days to cause mischief.

No more secret rooms as there were in Florida this year where workers were working furiously to fill in absentee ballots.

ALL military ballots will be sent out far enough in advance to get them back in time. ALL military ballots WILL be counted.

Absentee ballots will only be allowed with a very good reason & notarized as such.

There will be an audit of students who vote absentee from their parents addresses & also in person at their school. They will lose their right to vote for life.

Ballots will ONLY be printed in English. IF you cannot speak English- how did you become a ‘citizen”??? Ballots & sample ballots in Los Angeles county are done in over 60+ languages & dialects. ENGLISH must be the official language of the country. IF you cannot read or write or properly understand English, how can you possibly be an informed voter???

Originally the electors voted for two persons without designating one as President and one as Vice President. In 1787 they did not foresee the rise of political parties. In 1800 the Jeffersonian Republicans had all of their electors vote for both Thomas Jefferson and Aaron Burr, who ended up with 73 votes each, more than John Adams got, so the House (with a Federalist majority) had to choose between Jefferson and Burr.

Because of the 1800 election, the 12th amendment was adopted, whereby the electors vote separately for a President and for a Vice President.

It doesn’t matter who has the largest number of members in the House of Representatives—it matters how many states they have a majority of members in. Each state casts one vote. If a state is evenly split, they won’t vote for either candidate. I think there are more than 30 state delegations where the Republicans have an absolute majority, but haven’t checked against the 2016 election results (they lost a few seats).

I just looked at the RCP list for the House of Representatives winners in 2016. The GOP would have 30 votes at least. Louisiana still has 2 undecided races, so the GOP could wind up with 31 votes.

This analysis is incorrect.

The majority of the electors appointed is the only text actually from the Constitution and not from some array of musings.

The elector total is NOT the sum of members of HoR and Senate because DC has no senators, but gets 3 electors.

The electors from a state are not appointed until there is a victory in that state, for the obvious and simple reason that different electors are APPOINTED based on who wins the state. If there is no win, there is no APPOINTED number, as in zero.

And so, failure of Wisconsin to complete their recount means the majority number is 528/2, not 538/2, because those 10 electors will NOT HAVE BEEN APPOINTED. There is nothing sacred about 270. The number was not 270 when there were only 49 states.
