December 13 is the Safe Harbor Date. If the recounts are not done in time for that date, the state legislature will appoint the slate of electors. That almost happened in Florida in 2000.

The deadline is that they have to be appointed in time to vote on December 19.

The MI GOP is asking for volunteers (and donations). They need to have reps at all the sites where the recounting will be done.
Trump won Pennsylvania by over 70,000 votes. That one isn't going to change.
If the other two could even be overturned it would not be enough to alter the outcome.

Trump needs to petition a recount of several states, the ones she won by a small margin.
So WHO would do the counting?
Would they hire activists with Craigslist ads?

Who runs the state elections in Michigan? This is insane. I can see a machine recount but a hand recount. Someone on the MI GOP and the Trump campaign needs their GOP lawyers to stop this recount crap.
A hand recount will not be done before the electors are to meet. Someone will have to take this to court and stop it or at least court mandate machine recount only!
Is the MI Supreme Court majority conservative like Wisconsin’s? !if it is then there is a decent chance the state Supreme Court will shut the recount down if it gets too crazy after machine recount totals show no significant changes from previous official vote totals!

If a Democrat lies, and no one around him chooses to hear it, is the Democrat really telling a lie and will the recount in Democrat territory be a recount or a Stalinist recount?

He may as well... if the recount can’t even start until that timetable is completed, it would be well into December beforeeven the procedural stuff is all done.
Since the certified tally is already signed off, Trump could effectively run out the clock and the electors’ votes would have to be made without a recount being completed before the constitutional deadline.
I believe your read of the situation is incorrect. The Constitution states that the winner of the EC is whoever has a majority of EC votes from the pool of appointed electors.
If WI, PA, and MI can’t appoint electors then the total number of electors is no longer 538. Total electors would be 492, meaning the winner would need 247 or more to win. If these three states don’t send electors, Trump still has 260 which is more than the 247 required in this scenario.
HRC cannot win by knocking these states out of the EC. She has to flip them blue.
I would also note that if the dems were to knock these states from the EC then campaigning against dems in those states for 2018 will be easy. Don’t vote D, they will disenfranchise you.
So from now on elections in the United States will be help on election day and then recounted two weeks later so we have a process we all can believe in? This country has gone to hell.
This is only a way to get people to have some doubt and make people upset. It will stir some new drama and some people will believe the election was actually rigged.
