“What if the Democrat volunteers lie?”

If a Democrat lies, and no one around him chooses to hear it, is the Democrat really telling a lie and will the recount in Democrat territory be a recount or a Stalinist recount?

Can people recount the ballots fairly without bias? The Democrats may count two votes for one vote. They may find votes in their own pockets.
