Why not Surgeon General?
Wouldn’t that be more in his area of expertise?

He was raised by a supportive but illiterate mother, who insisted he strive for excellence despite their poverty. As we all now know, he overcame what many consider insurmountable obstacles. I can see how this would be an area of interest for him.

Surgeon General is a symbolic office whose total budget is well under $3,000,000. It’s the ultimate do-nothing position. You don’t appoint someone qualified to be an actual General to a position best occupied by a private first class.
