If Maduro wants to have him extradited then there is a process to follow.

1. Venezuelan embassy in DC makes request to the US State department.
2. State department verifies that an extradition treaty is in place.
3. Case is evaluated by the State department for any foreign policy and legal issues.
4. State Department OLA -> Justice Department OIA
5. OIA -> judicial district US Attorney
6. Arrest warrant
7. US district judge/magistrate review
8. Extradition hearing
9. Appeals process
10. Transfer of person to international venue
11. International venue has jurisdiction.

On #3 is where politically motivated requests for extradition should hit a dead end and cases involving universally serious crimes such as murder where the evidence against the accused is pretty strong tend to sail through.
