I’m sure it will come from a variety of sources - such as seized cartel money. I’m surprised money was set aside and wasn’t spent. Then there is Mexico. They will be contributing by either fees on things or other ways.
That money was budgeted to fool us into thinking they were serious about the wall (remember McCain's campaign in 2008, "Build the damn wall!"?) But the Executive branch (Bush and then Obama) never followed through, which I believe was a violation of the Impoundment Control Act of 1974. But then, since Congress wasn't serious about the wall, they let that slide. Corrupt, lying, thieving SOBs all.
