I believe there is already legislation (funding) to do this, they just need to do it.
Illegal immigration costs close to $150 billion a year just for education, healthcare, and incarceration. It doesn’t include the costs of crime in human and property costs. $12 billion for a wall is chump change.
That money will be recovered quickly from reduced costs for law enforcement, incarceration, bogus welfare payments, and EITC tax “credits”.
Hillary and Obama have lost more than this with no accounting for it.
Make sure the wall has a door somewhere (that only swings open south). We still need a way to get the current illegals out.... :-)

If you are the Mexican President with money problems, they are exacerbated. Once a few such incidents occur, he might totally rethink his thoughts about the wall, keeping his folks from leaving and even about paying for the wall.

The Mexican Pesos dropped 50 percent in value when Trump won. That means the wall will cost them twice as many Pesos.
Build it you save that much or more in welfare alone within a year.

$12 Billion is less than the annual remittances from Mexicans to Mexico in one year. Confiscate and deport; and no tax money will be needed for the wall (in whatever form it takes).
And on that point, it is a simplification to say we're 'building a wall'. The barrier will need to be tailored to the terrain and location. No wall in the Rio Grand River, for example. I'm sure there are other barriers planned for that stretch of the border.
In certain border states he could probably get volunteer labor to help defray the cost of construction - at least until about April.
