If DC is allowed to become as state then eastern Washington and eastern Oregon should become independent states also. And Pennsylvania should secede from Philadelphia.
Simple solution. Do with D C what bappened to the DC area of Virginia. Keep the area around the Capitol, White House, SCOTUS Z and Major Depts and monuments as a federal district. Return the actual city and environs to the State of Maryland. The Dems get another Congressman but no new Senators. And the residents of Washington will have full rights as citizens to take part in determining their own affairs governmentally..
