He retains control of the software that operates on electronic voting machines including machines that scan and count ballots.
The software is the IP that was referred to. Soros’ people operate and control it.

Seems Podesta got rich trading on insider info, and is paid off for his powerful positions, receiving valuable stocks in a Russian-connected energy company (verified to date).
