I doubt that Putin would take the chance, not knowing how the election will turn out.
It’s really only three weeks away and why wait until the last minute to warn your citizens to find the nearest bunker?
Better to have things well planned out. Avoids panic that way.
Or maybe Putin has some other reason to create panic. In the US, liberals love to create panic, chaos, and confusion. It plays into their hand and encourages people to look to the government as their savior.
Remember “Never let a crisis go to waste”?
The corollary is “Need a crisis and don’t have one? Then create one.”

Not being snarky, but just HOW does a President cancel the election that determines his successor?
What Constitutional powers would enable the chief executive to order a nationwide election not to take place, or to disregard the results thereof from across all fifty states?
Takes more than a pen and a phone. All or nearly all fifty states would be up in arms over such an overt attack on the democratic process, and without majority approval by Congress, meaning the imposition of martial law, which heretofore has only been invoked in wartime, Obama would be told not only is it not going to happen, but that impeachment proceedings have been initiated.
He’s not as omnipotent as some think him to be. Where are all the new gun control laws at the Federal level?
