He is reporting that the Russians are not behind the DNC/Clinton email dumps (apparently there is actually no evidence of that anyway), but that a former NSA agent is claiming that NSA employees did it!
Their supposed motivation is that Hillary got intelligence officers killed with her “carelessness” with the top secret emails on a crap home server, and they don’t want her in charge of the country, so they are taking her down themselves.

Rudy is sounding pretty folksy and laid back so far, nothing like his fire and brimstone speech at the convention.
I don't know which campaign is harder pushing early voting, and "up 63%" is likely a sensationalized statistic anyway.
