It's just someone who wrote a 'bot to post a random Clinton email from Wikileaks on Twitter.
It's nothing important. It's not even a particularly clever 'bot. But, the original poster thought it was new and shiny. Take it up with him/her.

I think EVERYTHING on Hillary’s server would have ‘UNCLASSIFIED’ main headers, otherwise she implicates herself in a security violation. Each email would have to be reviewed to see which ones were ACTUALLY classified.

He’s exposing all of Hillary’s underhandedness and dishonesty, but it’s falling on deaf ears. The media won’t report it. How do we get people to care?
