CONELRAD was put in place so Soviet bombers couldn’t use local radio signals to hone in on a target area. There would be several stations on those two frequencies (640 & 1240 AM), with the signal ‘jumping’ from one transmitter to the next every few minutes. In testing, the system was very difficult to operate. CONELRAD was replaced with the Emergency Broadcast System (and later, the EAS) which had some primary stations remaining on the air, with most others going off the air in a national emergency.
