Wrong question. Americans are guaranteed the right to bear arms per the Constitution. No age requirements that I’ve seen.
The real question is where are his parents and what’s wrong with this boy?
I have a problem with any 14 year old carrying a handgun just as I have a problem with any 14 year old driving a car or working on a production line in a manufacturing plant or drinking alcohol.............

You’ve got to be at least 18 to apply for a concealed carry permit in Missouri. One of the reasons for the law, like it or not, is that kids aren’t considered capable of carrying guns responsibly: QED, this. But it wouldn’t matter if he were 14, 24 or 44.
