Yep... it’s Illary’s clarion call for all clueless losers to join her worthless causes.
We have groups of people that already do that. They are called citizens and are supported by faith based groups. And it costs the government nothing.
She’ll use the military to watchdog and warehouse all the unemployed/unemployable, disaffected and otherwise unsavory types that have been cultivated by DECADES of Liberal handouts and NEA failure.
But this will be compulsory....not voluntary.
Send all those suburban white girls into the ‘hood....sort of use them as bait.

America's Founders and Framers of its Constitution to limit the power of people like Hillary and Bill Clinton to use the "power" of coercive government positions over the lives and individual decisions of individuals simply "encouraged" a knowledgeable and informed citizenry to good citizenship.
They did not form bands of youth or adults as monuments to their own "supposed" benevolence.
Instead, they encouraged churches and private charities to teach youth the principles underlying their Constitution, encouraging them to citizenship in a free society--a society where other individuals would not be able to "fool" them into thinking they were "serving" them, when, in fact, they were fleecing them into acquiescence into yielding over their freedom and hard-earned dollars, thereby enabling those pretenders to become super wealthy oppressors of those they claimed to "serve."
“National Service Reserve” aka combining “Black Lives Matter” and “Occupy Wall Street”. Just think how many cushy new federal jobs will be created to “support” this force.
