While there may have initially been a few pranksters or possibly even a few creeps walking around in scary clown costumes, perhaps as a prank, or as a publicity stunt or just to creep people out (or worse), I believe it has now reached peak viral mode and likely now crossing over into mass hysteria territory.
Personally I think that some are reporting and claiming to have seen these clowns without ever having actually seen one or that some people now think its cool to go around dressed like a scary clown because, well you know, its sort of cool to some people to be part of something, either as a participant or a witness. Does anyone remember the Crop Circle hysteria of some years ago for example? The more press the first crop circles got, the more people decided to get in on the prank. Soon there were crop circles everywhere.
There is also a segment of the population who are very susceptible to power of suggestion. These are the type of people who see airplane lights and are convinced that what they saw was a UFO or who see someone, perhaps a hunter, or a bear walking in the woods who are convinced that they saw Big Foot.

I did have a bit of a laugh the other day as I was getting gas at the Rutters here in PA near my apartment.
There was an SUV at the pump next to me with advertising on it advertising for this persons business - a business providing a variety of costumed characters for parties, mostly it would seem, or so I would hope, for childrens parties.
The signs on the vehicle said something along the lines of We can come to your childs party dressed as clowns, cartoon characters, movie and comic book superheros, Minions, Star Wars characters, Princesses (presumably cheap knock off Disney Princesses). We also do face painting and balloon animals and magic shows
But on their advert, either they or someone else had crossed off clowns with a magic marker. LOL!
FWIW, Ive always found clowns, mimes and ventriloquist more than a bit creepy, not to mention monkeys flying monkeys... damn the Wizard Of Oz for making me afraid of monkeys and also of tornados.
And then there was IT. If Pennywise didnt make me creeped out by clowns already, nothing would.
