Virtually all telcom is now TCP/IP protocol.

I doubt licensing will be required by individual users. Business, news, and social media will be heavily policed though. I think that the EU/china internet “hate” laws will be enforced.

Good thought.
Have the service providers do the permits and fees in a government and private business partnership.
That process would cost much less and could be done much quicker.
