Sounds like subsistence fishing to me. You catch it, you keep it, you eat or share it. Poor folks do that a lot, and usually are not caught.
Yeah. Sounds like subsistence fishing to me as well. Some folks out to catch some dinner, So I guess police and court resources are best used to hunt and jail these scofflaws rather than, oh, murderers and gang bangers.
