This one I can answer.
When Hillary refers to “a whole other system she is referring to the dedicated system for communicating classified materials.
There were two state dept systems....a generic email system that Hillery did not use because she set up her own server (she may have emailed folks on that domain server but did not use an email address rooted on that server.)
The 2nd “whole other system” was a stand aline system which is supposed to be secure and used for talking about classified info/documents.

In general, the FBI does the field interviews for security clearance investigations.
There's a separate agency to do clearance investigations. The name has changed several times, and just happened again in the fallout from a massive data breach. But, they don't have the network of field offices needed to do neighborhood and local law enforcement agency checks.

What makes me angry is the FBI is OBVIOUSLY dumping this crap on Friday nights. They are showing extreme bias. Sad. Very very sad. The rule of law is dead.
