Police pepper-sprayed a 15-year-old girl and charged her as a juvenile with assault and disorderly conduct after her bicycle hit a car, prompting disagreement Wednesday about whether the officers acted properly.
Hagerstown Police Capt. Paul Kifer said the white officer who arrested the mixed-race girl had to subdue her with chemical spray to get her into a cruiser for a ride to the police station Sunday.
Kifer said the girl had refused to cooperate with police trying to question her about the accident and find a parent to authorize her refusal to receive medical treatment from paramedics on the scene.
"The investigation had to be done," Kifer said. He said that while she appeared uninjured, police also wanted to make sure the girl wasn't hurt and find out who she was.
"At that point, as would be even with an adult, if you're refusing to give us information on a traffic situation, at that point you can be arrested until we determine who you are," he said.
Kifer said investigators determined that the girl caused the accident. She's also charged with failure to obey a traffic device and marijuana possession. Kifer refused to publicly identify her, citing privacy concerns.
Several officers involved in the girl's arrest remain on duty while the department investigates, Kifer said. The department is preparing to release police body-camera video of the incident, he said.
Attorney Robin Ficker, retained by the mother, said police should have taken the diminutive girl to a hospital, as her father did after picking her up at the station. Ficker said she wasn't admitted but suffered sprained muscles and soreness everywhere, including her wrists from being handcuffed. He said she's been unable to participate in high school soccer and wrestling practice.

Easy to subdue a non-cooperating person if you have no care about injuring them. Knock the snot out of them. In this case, however, the police were not trying to hurt her and were trying to avoid hurting her and that means a struggle to hand-cuff her.

Sad thing is, this little Miss Ugly WILL breed and we will have another generation of entitled criminal feral animals that have to be bribed with welfare checks.

Maybe, more than likely being out of her mind is a normal state of affairs for her. But to me, more likely she is nothing more than an entitled, self-esteem driven, feral animal that feels she can do whatever she wants, no boundaries.

The cops did a fine job until they pepper sprayed her when she was already in the car.
She was acting like a wild animal. Her parents must be so proud.

I agree, now they have to drive around with that stuff in the car and breathe it in. They should have sprayed her before that.

The cops now have to smell the spray in their car and it’ll have to be cleaned. Bet they went home with irritated eyes. The little entitled BLM foul mouthed pot smoker should have had her backside spanked hard by her parents years before she turned out this way.
They could have tried telling her all that but I think she would not have listened. . .she would fight further if they tried to pull her into the car. Screeching spoiled drama queen.

In a normal world, the “violence” demonstrated here should be NOTHING compared to the violence she should face at home after her parents saw that. I believe that my mother might have flat killed me, -literally-, after profusely apologizing to the police if I behaved that way in public.
In my opinion, this was 15 year old girl who identifies as black as assumed she could get away with anything because of her skin color. She could “order” officers to “get off me”. Her language leaves something to be desired. 15 years old. She better get used to being behind bars.
She started (feigned) screaming ONLY to get people out of their houses to record what was going on. A cry for attention to the “police abuses” going on.
All she had to do was cooperate, and things would have been cool. Instead, she played victim.
What a brat.
The video shows the girl was violent and out of control. If not sprayed, she could have to be tasered.
Either way the cops are owed an apology from the girl.
She'll get knocked up, then her child becomes her "get out of jail free" card.
