Video Released in Terence Crutcher’s Killing by Tulsa Police

The Police Department in Tulsa, Okla., released video on Monday of an encounter during which, the authorities said, a white police officer fatally shot an unarmed black man who could be seen raising his hands above his head.

The department opened a criminal investigation into the shooting and said the Tulsa County district attorney, Steve Kunzweiler, would review its findings. The federal Justice Department opened a separate civil rights investigation.

During the encounter, which took place around 7:40 p.m. Friday, Terence Crutcher, 40, was shot once and killed by Betty Shelby, a Tulsa police officer since 2011, after the police received reports of an abandoned vehicle blocking a road, the department said.

Video recorded by a police helicopter and a patrol car’s dashboard camera shows Mr. Crutcher raising his hands, walking toward a car and leaning against it. He was then Tasered by one officer, Tyler Turnbough, and fatally shot by Officer Shelby, the department said, though the view from both cameras is obstructed in the moments before those actions.

Tulsa’s police chief, Chuck Jordan, said at a news conference Monday that Mr. Crutcher was unarmed and did not have a weapon in his vehicle. Shane Tuell, a police spokesman, said Officer Shelby gave a statement to homicide detectives on Monday morning. She is on paid administrative leave, the department said.

No comrade, this is about a cop killing an unarmed civilian IN AMERICA.

The cameras are not the issue. It’s the data storage.

Ok, I will give you an example.

There is a shooting, with multiple victims in a large urban department. Typically a dozen or more officers will show up, and that’s uniforms. Each one of them is going to be wearing a camera and must leave it on for the duration of the call.

A shooting scene can take hours to clear and because it is a life crime, that data footage has to be stored FOREVER. Now multiply four hours of footage times a dozen officer, times indefinitely.

Then for good measure, toss in three of four shootings a night.

See where it gets expensive?

Certain SJW groups like BLM want video footage keep for at least two years so they can subpoena them to try prove their racist agendas. What makes it worse is they have alot of political steam.

The word is “citizen”, comrade. Not civilian, that is what the military calls everyone else.

And when you act in defiance of police officers who are legally and lawfully present, and ordering you to stop doing whatever the heck you are doing, bad things happen.

Cops don’t make decisions about body cameras. Administrators make those decisions. It isn’t the storage that is the expensive part. It is creating and certifying a new “system of record”, then setting policy on how long the videos must be stored, and administering public access outside the court system. It doesn’t take long for that to add up to real money in a budget.

Well hey, I vote that they forgo that extra tank and indulge on the expense required for us slaves not to have to trust their internal review judgements when they gun us down.

And by the way, what you described is not expensive. Because besides giving up the extra tank, coming up with a review schedule can easily be paid for by dumping the crisis intervention training no one is using anyway. You want to know what the ROEs are for cops? 1. Do you feel nervous? If so, 2. Empty your service weapon into whoever is twitching. 3. Collect medal, vacation and paycheck 4. Get promoted.

What would you know about citizenship, comrade? Bad things don't happen to citizens - citizens are murdered whenever cops want to kill them. Not bad things - summary executions, terminations of life, murder.

For what? Talking back? Twitching? Claiming human status?

Huh? I was just looking at a 32 GB flash (SD) card on Wally World’s site, for $9.00. Over 10 hrs of 720p video can be stored on 32 GB. Then, if there is any reason, anything needing review can stored on HDD, for roughly 18 cents per hour, and the card reused.

The labor needed to select, save, and then do any video reviews would be a far greater expense than the data storage....

I work in IT in a large data center. Storage today in bulk is dirt cheap, especially for archival storage where the HDDs are turned off 95% of the time. Power and cooling are actually the most expensive items for a data farm, which is why archival is so much cheaper (only the edge HDDs are spinning). The cost would be negligible compared to salaries, vehicles and equipment in a typical PD.

The real expense would be in the certification, the chain of custody, and other legal/admin overhead (cited up thread).

The family of the murdered guy - you know, the unarmed guy with his hands on the car surrounded by four cops because his car broke down - that guy they shot dead? Well, his family finds your sense of humor hysterical. In fact they're laughing so hard they're crying.

You should go into stand up: "so, we shot this perp... except he wasn't a perp, but... he twitched, you know? So, whatever..." Hahaha. Hysterical.

Usually, the police are in the right. But my problem with this case, as with the shooting of Lavoy Finicum, is that in at least a few cases, the ROE seem to be:

1) Taser suspect. (In at least Finicum’s case, he was tasered when his hands were up.)

2) If suspect then makes any move that could possibly be interpreted as dangerous, then shoot him, even tho’ you know darn well a tasered person may flail about.

3) Shoot to kill, even though no suspect weapon is seen.

I hope exonerating evidence for the officer in this case turns up, but from what we have now, this appears far different from the Michael Brown case. Hopefully, I am wrong.

SO many of the truly assinine shootings are done by female cops. Why is that? I remember a 70-year old guy with a small knife at least 50 feet away from a phalanx of cops a few years back. Then the female, who had been the only one screaming at him to drop it, began shooting at him, and the rest followed, turning the poor senile man into swiss cheese. She left the force.

Well, in our little NorCal town, any car stop results in the whole effing patrol shift showing up “to cover the stop.” So, so much for the “why” here! They are just like a bunch of flies around a toilet seat! And FWIW, I simply don’t think women should be cops!

So because the budget is tight, citizens get to die and never have the truth about their death brought out in public. Maybe that new MRAP could be taken out of the budget if money is the issue.

The female officer was afraid and she shot him. Her career is over and it should be. Horrible police work.

Shouldn't she be subject to something more than unemployment and a change in careers? She killed a man for no apparent reason.

He just kept walking away from her, ignoring commands to stop. Before he even got to the truck, she should have tasered him and taken him into physical custody.

On what grounds? He committed no crime. He was suspected of nothing. He didn't obey a police officer and that carries a death penalty?

Video 2 - deceased reaches into open car window? what falls to the ground next to his right foot as he falls back? something dark colored?

I think you may be mistaken. At about the 44 second mark of video 2 is shows the left hand side of the SUV and all the windows look to be closed.
