They should have zapped him then. They had the drop on him, several policemen. He never would have been able to get anything out of the car. Sound to accompany the helicopter video would be informative, I agree. What was he suspected of, or did, that made him so hair trigger dangerous?
If his "hands were in the air"..as you said...then one or the other hand was not in the air when...you said "and he reached into his vehicle."
