Again, it’s already been mentioned the suspect was about 1 or so from cover, a vehicle, and a weapon or possibly multiple weapons. It’s why they could not allow him to reenter that vehicle. He could have fled, blew a red, killed a family, took hostages and or hijacked another vehicle in an attempt to get away.
What weapons? The police have said that the man was unarmed and there were no weapons in the SUV. The police were not responding to a different incident when they came across the SUV stalled in the road. Apparently his only crime is he refused to obey the officer commands, and since he wasn't doing anything illegal there was no legal reason why he should have. And for that he gets shot.
