Subpoena duces tecum now has several poor examples from a weak-kneed GOP lead Congress - say, Lois Learner.

Has Congress ever been able to push something like this to a Federal court, and from there to marshals, to make it happen?

The Sgt. at arms would only be able to do something if this IT Guru otherwise showed up in the Capitol.

And he should be held without bond, he may be a flight risk.
He probably expects a pardon from Hillary, she may have promised as much. she came into this election campaign with the notion she didn't even have to work to get elected.
