You missed the point. A political solution is always raise taxes and increase government. The business solution is figure out how to fund a project based on cost benefit analysis and profits.
As far as dopers in this country using cartel drugs, sadly, yes you're right. As long as there is a demand there will be a supply. On the bright side, the cartels can be an unlimited supply of assets that will keep our taxes down. They could probably pay a large chunk of the DoD budget.

No, even seemingly dedicated police departments do not go for the maximum knock out, but for the maximum ongoing blood.
The profit motive to milk the situation has to be removed.
