The Poor in Haiti are still waiting for their earthquake relief that gullible Papa Bush helped Bill gather after that disaster. The charitable fund monitor,Charity Navigator, gave up trying to rate the CF because of its convoluted records of what happens to the money they receive. So much for that “transparency” that Bill always brags about.

The “standard” is that the FBI cannot recommend indictment and the DoJ Won’t indict (if it is a Clinton). That’s the gist of it.
The Clinton foundation has been found to only give 10% of its money to actual charity.
