I don’t agree with such an assertion as Hillary has made.
I would agree, however, with an assertion that powerful forces are hectoring black people to BE “super predators.” And this is going to be a nudge for black people to disavow and frown upon these forces.
Trump’s move, as is frequent, is so shrewd that it looks like heaven has planned it. Not that Trump has no vices — he can be overly blunt and his Romeo side is not always by the book. But God is working with, and upon, what Trump is, to make it both effective and better.

I remember sociologists discussing super-predators on conservative talk radio in the early 90’s. One in particular said you can’t rehabilitate people who have never been habilitated.
Now, they were talking feral youth in general not in any terms of a specific race.
