That pic is from 1995.Yep. The campaign doesn't do anything without some focus-grouped calculation.
Possible explanation: They are releasing old pictures of Hillary back when she was healthy to try to subliminally reinforce the idea that she is still healthy now. Also, because she emerges from her doctors' care only two times a week now, releasing old photos keeps her in the media during the downtime.
