The solution, to some extent, is to annex some of the beltway into DC. That makes more sense than grouping rural Virginia with the beltway. The same should be done with Maryland. This would create a larger more significant DC that would have to be competed against politically, but would also free up two states for more representative government.

This is good news. Many sheep are leaving (or considering leaving) the plantation. Staged riots, and cop killer groups such as Black Lives Matter may be helping to fuel this reaction. Many blacks see the futility in rioting and fouling one’s own nest.
Fairfax county is the big problem. Pray for Ice Storm on election day in Norther Virginia.

Another big factor in Virginia is immigration.
In Northern Virginia, the Fairfax County school system had a big Spanish language program ten years ago - now it is struggling to support 23 different languages. Headscarves and islamic man dresses are common. Major apartment complexes in the area are majority foreign born.
It is not so much that the natives opinions have shifted toward socialism, as they have been diluted by adding new ones.
