Yes. In the PI an employee must be regularized after 6 months, hence “endo” contracts terminate before that.
The US has similar rules, also varied by state, contractual employees usually have to be regularized after 1 year or 18 months, and of course there are hourly limits to qualify for mandated benefits, etc.
Duterte is a populist president.
He is also a Visayan. They talk like that. Sometimes they act like that.

Duterte's been in office a month and a lot has happened so far.
911 installed, f'rinstance.
Drug lords being taken down, drug dealers turning themselves in ...
Give him time ... I have faith in his desire to be a good President for the Philippines.
He's not trying to be a beloved world figure ... just the best President for HIS people.

I am in Davao City. We had no complaints when he was mayor. Now, his daughter is the mayor. He, and others, cleaned the place up.
