Preparing for the Worst: How to Respond to an Active Shooter

This summer, deadly terrorist attacks and crimes have taken place across the world and have many wondering how they can be safe even in the United States or Western Europe.

This violence has been conducted with a range of weapons—including a suicide bomb in Ansbach, Germany, a truck in Nice, France, a rifle at the Pulse nightclub in Orlando, Florida, and a pistol in Munich, Germany, last weekend. While most of these are clear cases of terrorism, the investigation is still ongoing in Munich.

Such violence will likely continue and every American should take the time to think about what they would do if they found themselves in danger. Specifically, do you know what you would do if you were in an active shooter situation?

The FBI and Department of Homeland Security recommend the “Run, Hide, Fight” plan. When a shooting occurs, it is only natural for many folks to freeze or forget what they should do. “Run, Hide, Fight” provides an easy to remember plan for survival.

First, if you are able to safely get away from the shooter, do so. Once away from the scene, prevent others from going toward the shooter and call 911.

Second, if you can’t safely run away, hide. Barricade doors and turn lights off. Take cover behind large objects and try to be as silent as possible.

Third, and finally, if you cannot safely run or hide, be prepared to fight. Improvise weapons and commit to defending yourself.

Consider how you would use “Run, Hide, Fight” at your place of work or other places you frequent. Importantly, check to see if your work has an active shooter plan that may be different. If no plan exists, ask for your company to create one.

From a policy perspective, the U.S. should also ensure that state and local law enforcement are trained to respond to active shooters as the local police are likely going to be the first to respond to such incidents and stop the shooter. The Department of Homeland Security operates the Federal Law Enforcement Training Centers, which provide training to local, state, federal, and foreign law enforcement officers on how to respond to a myriad of issues.

Congress should expand the Active Shooter Threat Training Program and corresponding instructor training program to ensure that the first line of response is able to engage the threat and stop further loss of life.

While the best way to stop terrorists is good proactive intelligence and law enforcement work beforehand that prevents them from ever getting to their target, the reality is that terrorists and criminals alike will inevitably succeed and we should all be prepared to respond if we find ourselves in a worst-case situation.

Yes I agree. I can’t help thinking that if there are 300 people in a night club then they should be able to overpower a single gunman. A volley of glasses, bottles and chairs to, at least, put him off him aim while a dozen or more guys charge him. There is no point in letting him stand there and calmly reload take aim and shoot. Easier said than done I know but as you say we have got to put up some resistance and fight back.

Get to a spot where you have the advantage

I completely understand guarding your family.

However, my wife and I understand we may engage the circumstance, outside of being with children.

IMHO, this is one of the better threads, and it would be great to see more like this on FR instead of the ‘woe is me - we’re all gonna die’ attitude I see too often. With that said, allow me to give my $0.02.

At my current and past jobs, these scenarios have been discussed with like-minded persons. Even multiple scenarios were envisioned. In the past, I can say there was more than one occasion of non-PC profiling being done of certain employees and/or frequent visitors.

For those considering defensive measures this these days, I would tell NO ONE I am armed unless authorized to do so. One should feel out the top execs and managers for their opinions about being armed on on the job without asking directly. Note: I DON’T CARE WHAT THE KNOWN RULES ARE. The thinking person is aware of reality these days, and despite what may be said or written, you have the right and responsibility to have a plan for worse case scenarios.

As a survivor of a fire, I have a knee-jerk tendency of making note of the entry and exit points wherever I am. And in the world of random jihad, I make it a point of being even more cognizant of my surroundings - especially in buildings and large crowds.

ON THE JOB:

In the past, I have known persons to carry sharp items that could easily become weapons in an emergency. If your job requires you to use a knife, carry it at all times. Know where flammable and/or distracting items are stored (e.g fire extinguishers, powders, cleaning items, etc).

IN PUBLIC:
Whenever I walk into a large supermarket, I make it a point of knowing which isles the canned goods, laundry detergents, and glass bottled are stored. (I’ll let the reader use their imagination).

I should note: if you are of the Judeo-Christian faith, and your House of Worship does not have plans to deal with threats and are not willing to do so, find another place to fellowship.

OTHER NON-WEAPONS:

I practice and have taught my children about the $20 option. Two rolls of quarters, and a thick sock. If you have a medical condition that justifies a hypodermic needle in your possession (e.g. diabetic), again - use your imagination. In most places, carrying mace is legal. If none available, various aerosols in combination with other ‘ordinances’ can be just as effective. The catch in most of these scenarios is that you’ll have to get close...

...which is what I have warned my entire family about. From the moment you realize there is an active “lethal engagement” around you, you’ve got about 10 seconds to escape - if you have a clear shot at the exit. If not, its best to immediately plan/execute counter-attack the target. Yes, it sounds crazy, just as knowing to “stop, drop and roll” if on fire is better than running screaming. If you see the attacker from behind and are capable, even a failed counter-attack will save lives. Anything to distract them from their objective. Pull the fire alarm. Set off the sprinkler system. blind and or incapacitate them. These killers expect panicked people begging not to die. They are NOT expecting objects and/or people coming back at them from every direction (e.g. mass murderers tend to avoid trying their deadly practice at police stations).

BOTTOM LINE:

We are at war. This has to be come the mindset of the Real American. Our existence is a threat to our enemies and we are ALL on their hit list (Yes - if you are reading this, there are those out there wanting to kill you - its just a matter of how and when). We live on the battlefield of this war where lethal conflict can arise at any moment. The choice is to be a soldier or a victim. In most cases, governments and law enforcement cannot save you, and in many cases, maybe ordered NOT to save you. If we are going to survive as a people, we must accept and understand this reality. My acceptance happened late in the morning of September 11, 2001.

Just my $0.02. Other ideas are welcome.

Here’s a better idea: Purchase more firearms, practice using them, keep them clean and in good working order, buy more ammo, and be mentally prepared to kill the enemy.

A sports team can never win by only playing defense- they to score at least one goal.

The best defense for a family is more than one being a lawfully armed and decently trained force.

My wife and I know the deal. As an experienced combat veteran, my job is the mobility task, hers, if with the grand kids, is a defensive perimeter seeking to egress, if alone, we attempt to egress; situationally aware and circumstance dependent.

Everyone know in football,soccer or any other game, the best way to protect your goal is to make the opposing team protect theirs.

Since we are both Believers’ in the Lord Jesus as our Savior, if we both fail, we meet again, If one fails and the other survives, we meet again. We win either way? What’s in your wallet?

UK citizens are in a tough place.

The old American saying is ‘better judged by 12 than carried by 6’.

If you have to use improvised weapons always ‘stab stab stab’ vs ‘stab’. Feel free to add 20 more to the first sequence.

Even something that will not penetrate is better than nothing; after all, bruises hurt too. Bruises on bone hurt more.

Even small dog bites hurt. As the old saying foes; ‘It is not the size of the dog in the fight, it is the size of the fight in the dog’.

You will not get the fight you want but you must do your best with the fight you get (an old Marine told me that).

It took police/SWAT about 15 minutes to come to our company. He had killed everyone by then. I hoestly don’t think there was much they could have done. He walked in the building killed a few people.

He then walked to the stairs and killed a couple of people walking down the stairs.

Then he got upstairs and killed the other 3.

Hoestly, it probably took him less than 5 minutes. The victims didn’t have time to even know what was going on.

We cleared the building fast. There was one of my co-workers that ran from the other side of the building yelling that there was a shooter and to get out of the building fast. He saved my life and countless others. That’s another thing to do.

I think between 30 and 50 people were trapped. The shooter was then going around shorting the computers and up in the ceilings where people were hiding. Most everyone around my office had their computers shot, but not mine. He stopped right around mine.

A few months ago, there was actually a show about the shooting on one of the cable stations. They interviewed several of my co-workers that got trappped. I had never heard their stories.

My friend was pulled over for something and when he came back from checking on her license, he said, "do you have your gun with you? I see your a CCW holder". She said no, not today. He said, "why not, go home and get your gun, don't leave home without it".

Small town in southern Oregon, can you believe it? We also have a constitutional sheriff, John Hanlin, the teaparty sent him to Sheriff Macks constitutional sheriff class. He agreed if we paid for the class, he would go. Perhaps you saw him on TV when Roseburg, OR had the college shooting, by a black Muslim, but that fact was swept under the rug.

This type of training has really picked up steam since Sandy Hook.
