Sounds like the bomb only partially detonated, otherwise there would have been much more carnage. He was denied entrance to a music festival.

Poor fellow had to settle for a second rate target after he got turned away at the festival. Maybe his bomb was wired fail-safe to go off and he could control the timing within a window so he had to find another target rather than hold off for a bigger target later.
