While I certainly do like the spirit of your idea, spare a thought for the unfortunate current inhabitants of Barrow, who would be forced to share their frigid little slice of tundra with the foul, villainous scum who would be uprooted from D.C. and exiled there. Perhaps, as compensation, we can appoint the current residents as supervisors over the newcomers, so they can enjoy the fun of bossing around their former masters-from-afar.
Just cite national security and do it via Executive Order.

Re Cuban agents. Lots around infiltrating the Cuban exile community to some degree and others, including Marxist American supporters of Castro, recruiting ignorant young people to go to Cuba on the DGI/CPUSA created Venceremos Brigades (of which you will hear more later).
However, if you can find this online, read “The Theory and Practice of Communism in 1972 (Venceremos Brigade), Part 2”, Hearings, House Internal Security Committee) aka “House Committee on Internal Security, 92nd Congress, 2nd Session, Oct. 16, 18 & 19, 1972.
Lots of the psycho Weathermen leaders in the first 5 Brigades to Cuba, plus several communists who became leaders of key units of the AFL-CIO under Marxist union leader Richard Trumka (Karen Ackerman, Pol. Dir, AFLCIO and Diane Nussbaum, another unit leader, head of the lefist “9 to 5” and other Communist Party USA fronts).
A number of key Vietnam Veterans Against the War (VVAW) leaders were in these 5 Brigades, and were among those from the Revolutionary Communist Party (RCP) who seized control of the VVAW from a mixed Marxist/leftist/opportunist leadership (the fraud Viet vet Al Hubbard and John Kerry, another Vietnam Purple Hearts fraud).
The Center for Cuban Studies is still around. A longtime SDS/CPUSA/mixed Marxist propaganda operation for Castro.
The Workers World Party’s front, roughly entitled “The Committee to Free the Cuba 5”. Somewhat reduced in operations due to Obama letting some of the spies and potential terrorists out of serving the rest of their long jail sentences.
The Cuban “diplomatic: delegations to the UN and to the US are loaded with KGB-trained, Cuban Secret Police/Intelligence agents (DGI).
ALso deep cover agents like Anna Belen Montes who was the featured person in the series “American Spies in the US” documentary series. Betrayed an unknown number of American agents and foreign intelligence operatives to torture and death throughout the world.
