The NeverTrumpers were unable to get what they wanted in the rules committee (a floor vote on unbinding the delegates on the first ballot). So, they've tried to get enough state delegations to demand a floor vote on adopting the rules committee report, to try and reject the rules committee report and then maneuver into a floor vote on unbinding the delegates.
I think that describes what the NeverTrumpers are trying now. They've already lost in the normal process of changing the rule on delegates, so they're trying another maneuver to try and get what they want.

It was like when the Dems wanted to put something in their platform about God and the delegates were against it by voice vote but they called it passed anyhow.

I have on Stuart Varney. Fox is saying it’s Cruz people causing the trouble.
Ugh! Are you serious? What a slimy little SOB that guy is. Remember at the beginning of the primaries when he was pretending to be all supporting of Trump when he thought it would help him?
Now when it matters most, he offers no support to him.
I hope the sentiment becomes fact - but, I am not optimistic.

The soiled diaper brigade throwing a tantrum on the floor because they got shut down in the rules committee. Sadly Mike Lee has let Ted Cruz pull him down the rabbit hole.
They couldn’t even get 28 to get two minority reports from the Rules Committee. One only got 23 of 28.
I think Reince P. is doing a good job of reining in the nuts.
Watching on OAN and some reporetette interrupted to tell us what we saw . She said there needed to be 7 states requesting there to be a roll call vote and it will be granted. She is saying that they had the seven states but the request was still denied.
I guess I can’t believe my lying ears because I heard there were 9 states but 3 fell short, backed out, hence 6 states did not meet the required 7 states. Maybe she learned common core math where 9-3 equals 7.
The guy makes me absolutely sick.

They’ve lost on the request for a floor vote too. They had 10 states on a petition but delegates from 3 states rescinded their support and the motion failed.
