Philando Castile had a permit to carry from Hennepin County

The family of Philando Castile has shared a copy of his permit to carry letter with Fox 9. The permit was issued by Hennepin County on June 4, 2015.

No one may carry when under the influence of drugs or alcohol, just like operating a motor vehicle.

If I had to guess, what I think happened was the officer was nervous, approached the car, was told about the gun permit became more nervous, and he and or the other officer gave conflicting commands.

“Let me see your license and gun permit”

“Keep you hands where I can see them,”

He didn’t live in Hennepin county at the time of his demise. He failed to update his permit with his new address within 30 days with Ramsey County. Another misdemeanor.

That's right. There's no proof he had a valid permit so far.

Don’t pull that crap with me, ok? This son of a bitch drove without a license and without insurance. He had drugs in his car and probably a gun in his lap. Every day, this son of a bitch might have run over a child or your wife or my husband.

From my understanding (however useful that may be), if a cop stops anyone, in a car or out of a car, and the person (whether asked to show ID or not) reaches in the direction of a weapon, he’s asking to get shot. I wasn’t really trying to bring up intention, other than if the Lavish/Diamond/relatives say that he was just reaching for ID.

If ID and gun are right next to each other, it means he was reaching for gun as far as any rational personal is concerned. If he was rational, then he would tell the cop “I have a gun in (X location). What do you want me to do now? or something like that. I hope I’m clear...I think I haven’t been lately...

No. A permit holder, however, is required to notify the issuing sheriff’s office within 30 days of a permanent address change. Failure to do so is a petty misdemeanor. The permit holder may, however, obtain an updated permit at a cost of $ 10.00. There is a statutory requirement to change the address on your driver’s license within 30 days after changing your residence (171.11).
